Locke:
Should be a limited government with very minimal functions: a) protection against enemies, b) maintenance of order, c) create a judicial system and assure that citizens obey to the law, and 4) maintain contracts.
He was for revolution: when the ruler systematically doesn’t keep the rights of his citizens it means has broken the contract and is outside the law. The citizen in rebelling is just restoring the balance.
