The League of Nations did many things to sully its reputation. One of these was the Corfu incident, which took place in 1923.
Corfu is an island off the coast of Greece. In 1923, an Italian general, Tellini, was assassinated by Greek partisans while on an assignment from the League of Nations. Countries knew they could invade other countries and get away with it. The League would not impose sanctions, and would only condemn the nation, which was little more than saying they were naughty and pleading for them to stop. Obviously this wasn't effective, and many small countries had skirmishes with their neighbors. The League was seen as a failure.
